Normally a box of tabacco products has a tax seal, stating the amount and the selling price. This cigar has an individual tax seal, so that it can be sold individually, for instance in bars and restaurants.
You cannot legally sell it for more than the stated price, or you would be evading taxes.

Dutch cigars are made from a blend of tobaccos from all over the world. The wrapper is usually from Sumatra (Indonesia), but sometimes other wrappers are used. On the left you can see a cigar with a Brasilian wrapper.
