This is from the office of the Viceroy or Governor of Zhili from the Qing dynasty in Baoding, about 140 Km South of Beijing. The red sun is the emperor. The crane standing on a rock is a symbol of high office, presumably referring to the Viceroy. The province of Zhilin surrounded the Imperial capital, which made the governor a powerful political force.
