Much of the development that had made Capulin Volcano a visitable site was work funded with New Deal funds in the 1930's. These funds paid for the paving of the road to the top, construction of campgrounds and picnic grounds at lower elevations, some of the retaining walls on the road, and the retaining wall around the top parking lot.

The only area where I could get out of the rain enough to photograph was at the top. While there I had assumed that this shelter was New Deal funded also, but with some research I discovered that the retaining wall was New Deal but the shelter was built in the 1950’s.
However, just getting to Capulin was a surprise. The route, US 87, is a 4 lane highway with surprisingly heavy traffic headed to Texas. I was also surprised at how many volcano cones there were in the area (see the satellite photos). Capulin is only 60 miles from the Texas border in a high plains area that one doesn’t typically associate with volcanic activity.

The photo here is what I could see of Capulin Volcano from the entrance road – only the base. Despite the rain and fog, the excursion still provide interesting information (see the next pictures).

"Captain Jack" is the name used by whites to refer to Kintpuash, chief of the Modoc tribe. Using the natural defenses provided by the lava beds, Kintpuash and about 50 other warriors (and their families) lived in the stronghold for 6 months, fighting off attacks by the U.S. Army. The Wikipedia link below provides links to other components of the story. A good guide book at the site provides documentation and describes a shorter and longer trail through the site. Unfortunately many of the signposts mentioned in the guidebook have disappeared or lost their numbering, and it was not possible to find the longer trail. Despite the extent of deferred maintenance, the scenery is gorgeous and exploring the site is a moving reminder of both the strength of the tribes and the imperialism of the takeover of the west. en.wikipedia.org/wiki/Modoc_War
